- Coordinates the work of subordinate employees and consultants involved with various major projects and/or programs in multiple geographic areas
- Leads and facilitates meetings to develop agency-wide and departmental strategies, processes, and policies
- Conducts complex transportation planning, implementation, funding, and analytical projects and programs; manages operating/capital projects and programs
- Participates and promotes the development of programming, planning, strategies, and policy guidelines for land use programs and projects along transit lines and transportation corridors and in other viable areas
- Directs analyses and makes recommendations supporting the planning, offering, marketing, or disposition of Metro properties and station sites

- Applies, develops, and evaluates analytical, quantitative, and statistical tools and their result
- Represents Metro, provides consultation services, and makes presentations to local, regional, state, and other agency committees and boards
- Coordinates and disseminates information to various agencies, groups, and departments
- Reviews and evaluates contractor proposals; negotiates award amounts, operating standards, and work projects; ensures productive use of contractors; participates and takes leadership position in regional forums; leads interagency task forces and technical advisory groups
- Participates in regional and statewide transportation forums
- Evaluates proposed legislation for impact on specific plans, programs, and projects
- Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects
- Develops and evaluates transportation plans and projects, transit operations plans, services and schedules
- Conducts analysis and makes policy recommendation on state of good repair and asset management
- Analyzes and manages contractor/consultant contracts and budgets
- Prepares and reviews engineering studies and specifications
- Prepares comprehensive reports, correspondence, and cost estimates
- Supervises, trains, and provides technical assistance to subordinate staff
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
- Contributes to ensuring that the EEO policies and programs of Metro are carried out
- Theories, principles, and practices of project and program management, transportation and land use planning and regulations, contract, and funding
