Job Summary
Performs highly complex technical and analytical work overseeing the day to day activities of the Disability Compliance Program.

Education

  • Bachelor's Degree in Business, Management, Public Administration, or a related field; Master′s Degree in a related field preferred (Existing Spec has no Master′s Degree preferred)

Experience
  • Four or more years of senior-level experience working in human resources, disability management, occupational safety and health programs or loss control programs, preferably with a unionized, non-profit or public agency, with increased responsibility over time; some positions in this class may require specialized experience in area of assignment

    Example of Duties
  • Develops, interprets, and implements policies and procedures supporting the Disability Compliance Program
  • Performs complex and responsible work to ensure that the agency is performing activities that are in compliance with its obligations under the Americans with Disabilities Act (ADA) and the California Fair Employment and Housing Act (FEHA) and all state, federal, and local laws, rules and regulations
  • Performs complex functions specific to interactive process coordination, reasonable accommodation meeting facilitation, early return-to-work program support, fitness for duty examination management, essential function job analysis development, discipline/disability issue management, abuse and work restrictions / functional limitation clarification, etc.
  • Reviews and analyzes information to develop comprehensive, individualized disability management plans for disabled employees and applicants, including employees and applicants who are perceived to be disabled
  • Evaluates and establishes eligibility for participation in the Interactive Process (IP) for any employee with a temporary disability following an injury or illness
  • Supports management throughout the agency to identify and develop meaningful work through physical capabilities assessments and evaluation of safety requirements to ensure that all alternative and modified duty positions comply with requirements
  • Coordinates with the Transitional Duty/Return to Work Programs Coordinators in resolving and determining return to work and effective reasonable accommodations of employees injured at work
  • Creates and leads Integrated Disability Programs training and presentations provided to internal customers
  • Conducts audits, compiles and analyzes statistical information to analyze compliance and the effectiveness of the Interactive Process
  • Participates in claim review meetings aimed at reducing disability durations, identifying strategic response to reducing unscheduled absences, and returning employees to work
  • Prepares and presents reports to management and committees
  • Oversees other special studies as assigned
  • Leads reasonable accommodation meetings with stakeholders
  • Advises management and staff on disability compliance policies, procedures, practices, regulations, and resolution of related problems
  • Manages cases through the use of the Asana Task Management software
  • Provides lead responsibility over assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
